Windows 10 Can someone tell me what this is? I got hacked a while back now showing random drive desktops and users in my account.

I got hacked in May, and I have been trying to get rid of the hacker and files they have created and edited since then. I'm now showing 2 drives \desktop in my quick access that I don't have on my PC.I have literally done everything I could think of and find to remove this hacker. But they still find a way in. Last night I was on device manager, and my page started constantly refreshing. I wasn't doing it. I have turned off every remote access setting that I could find, but still can't get rid of them. I'm at a loss of what to do. It's been 2 months, and I have no clue where to go from here.I'
