Windows 10 Cannot completely remove Intel(R) HD Graphics 630

When i open 3D modeling software Blender 3.1 it keeps giving me the error "OpenGL 3.3 or higher is required" and i've googled a ton of "solutions" but nothing works so i'm taking another approach. I have an AMD Radeon RX 6700 XT which definitely supports this version of OpenGL. I see both AMD and Intel(R) HD Graphics 630 displayed in Device Manager's Display Adapters. Actually both graphic adapters definitely support OpenGL 3.3 and higher and i made sure their drivers are all up to date, you can even see it in the OpenGL Extensions Viewer that OpenGL 4.6 is supported.
