Windows 10 Cannot delete system language/swap for English

There are many threads similar to this https://answers.microsoft.com/en-us/windows/forum/all/cant-remove-a-voice-package/ (and closed).After days of trying everything I found online, still no solution.But: I was able to drill down ever more, and figured out what's really causing the issue. It's this message:A system language of course cannot be deleted.But why is it system language? I certainly don't want that.My guess is, it's caused by: it's a reseller's Dell laptop with Win10 Pro complete with (still) Dell assistance package (but they wouldn't help because "it's a microsoft issue").
