Windows 11 Cannot download .exe files

I recently purchased a new Lenovo Thinkpad with Windows 11. I did not want everything backing up to OneDrive, so I deleted my Microsoft account. I now cannot open any downloaded executable files. I have software that I am trying to load on my PC but cannot. Help, please!
