Windows 11 Cannot Install Net Framework 3.5 Error 0x80070490 w/ logs and tried DISM to mounted ISO

Tried installing and getting the 0x80070490 error. Ran scandisk and chkdsk with repair. Tried DISM with a mounted Win 11 ISO. and picked up element not found. Please helpHERE is the link to the log file
