Windows 11 Cannot paste multiple folders with Windows Explorer after upgrading to Windows 11

For the past month or so, I have been unable to paste multiple folders. Using either the drag-and-drop method or the Ctrl-X > Ctrl-V method, only one folder of the multiple selection is pasted. I can consistently reproduce this issue with folders that are empty or full. I can consistently reproduce this issue when the source and destination drive are the same or different. I can consistently reproduce this issue with both 32 GB and 64 GB of physical memory.Attempts to move multiple files are successful.
