Windows 11 Cannot receive or send from Windows 11 Microsoft Mail app. How do I fix it?

I cannot send or receive e-mail on this Windows 11 computer in the Mail app. If I use Spectrum (my ISP) "Webmail" on this computer, e-mail works fine. Microsoft support (chat) attempted to help me by remotely controlling my computer, but all their tests were negative. They could not send me an e-mail during any of their attempts. They finally recommended that I contact Microsoft's Outlook" team, but I do not know how to do that, and I thought that Outlook was a separate app from Mail.My e-mail address has been used for years and has worked on all four of my "Hackintosh" computers since 2014.
