Windows 10 Cannot remove child from family account.

I have a child under my account that no longer lives with us (foster care situation) and have no means to contact them or wherever they was moved to. Microsoft support chat was no help after an hour of going back and forth. When I click the three dots and attempt to remove them I get the following error:"You can't remove <removed> from the family groupFamily members under statutory age need an adult's consent to join a family group. Only the adult that granted consent for <removed> can remove this family member. Ask the family organizer who granted <removed> consent to remove
