Windows 11 Cannot remove language from, and change order of, keyboard layouts

I am running Windows 11 Home, and I am having trouble with keyboard layouts. The two keyboards I want are English (United Kingdom), and Japanese, with English as the default. I am having the following problems:No matter what I do, I can't get rid of English (United States) from the list of keyboard layouts, see here. I have completely removed English (United States) from the Language & Region settings, so I am not sure why it still appears.Japanese appears as the default keyboard layout, despite moving English (United Kingdom) above it in Language & Region settings.
