Windows 10 Cannot set "No paging file". After restart it goes back to "Custom size"

I'm trying to shrink my C:\ drive so I can create another partition where I can have another installation (linux, windows whatever)I have 250gb free in my C:\ drive, but when I try to shrink, the available shrinking size is very low.Following the instructions mentioned in the top answer here - why is the size of available shrink space is only 13286 MB on 250 GB Samsung SSD with 130 GB free? selected "No paging file" and restarted my PC. When I checked the option, it had gone back to "Custom size" selection.Any idea what I can do here?
