Windows 11 Cannot talk to computers on ports connected to second nic card with ICS

I am running a windows 11 system and I have a switch connected to a second nic card in my machine. The switch is connected to raspberry pi's and I have ICS enabled. The second nic is set to IP: 192.168.137.1 Subnet: 255.255.255.0 everything else is empty. I enabled sharing from the main incoming nic which receives internet from a router. Check allow other net users to connect through the computers internet connection. Selected the Second nic as the connection. Set the IP to: 192.168.137.1 and opened all the ports (checked) available and added the port I need. In this case port 12345 to communi
