Windows 10 Cannot Update past Windows 10 ver 1909 (SetupDiag logs available)

Any assistance would be appreciated. I've done everything I can find documented to get past ver 1909 and something is blocking it. As far as I can determine all drivers have been updated and are current. Last try was barebones. All USB items disconnected, all services but Microsoft ones disabled, all startup items disabled. Doing a manual update with having downloaded the latest Windows10upgrade and still the update fails during the install after rebooting. I ran the SetupDiag program but I cannot really interpret the logs. If anyone can review them and point me to where the problem mig
