Windows 11 Cant cancel C++ 2012 UWP download Windows 11

For a couple of months now Microsoft Visual C++ 2012 UWP Desktop Runtime has been stuck in the Updates and Downloads library. I am unable to cancel it and it just says “Something happened on our end.” Please help! Its been like this ever since I tried downloading a game from the Xbox app and its made it impossible to update the xbox app or any other app.
