Windows 10 Cant disable tamper protection and cant edit registry file of tamper protection

ive been up all night trying to figure out why this is happening i am a admin of my desktop and owner the only other user on it is my brother who is also admin but i still cant disable tamper protection because its says "this setting is managed by your administrator" i used to have malwarbytes but i recently deleted it please some help
