Windows 11 Can't download and install the Chinese typing tool

Tom Liu surface Pro 7

After updating to Windows 11, version 22H2, I found that I could not find the Chinese input tool as the following screenshot.Therefore, I tried to reinstall the basic typing under the language > option. But the install process hold for a couple of hours. ( Can not complete the installation )Pls help me to restore the Chinese keying method.
