Windows 11 Can't download Windows 11 from Fusion 13.06 on Macbook m3 Sonoma 14.6.1

I have tried to download the Enterprise (as well as the Pro) version of Windows 11 from within Fusion, and it keeps failing. I am on a corp macbook, and working from an always on vpn...so it could be related to that.
