Windows 11 can't fix the error "sorry this pin isn't working for your organization's resources"

I'm trying to change the laptop password, but found that the PIN (window hello) is faulty: "sorry this pin isn't working for your organization's resources" After searching the internet for fix this error, I was instructed to delete the Ngc. Specifically, this is the link to the Ngc folder C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft. I followed that, but when I go to LocalService, I don't see AppData anymore there is another way is to delete it with cmd , but I'm not sure so I'll ask here. someone help me
