Windows 11 Can't link android device to windows account

I followed all of the instructions on Sign in to your account to add an android device. It still shows as "0 devices linked" on Sign in to your account Short version, I have Link to Windows/Your phone active and working- it shows pictures, messages and I can link to the phone screen. I installed microsoft edge, microsoft launcher and microsoft office 365 (with excel, outlook, word, etc.) on the phone, which all work and I am logged in to the same windows account on the phone and the computer.However,
