Windows 11 Can't load into Windows after downloading third party software requiring restart.

Basically what happened is, I downloaded a third-party software called exitlag, and after going thru the installation process it required a restart of the computer. Tho after restarting my computer, the loading screen into Windows kept loading and loading. I tried going into BIOS but it was just a black screen with only my mouse cursor visible. I can't find any other way to do anything, and I've been practically locked out of my computer. If anyone somehow could figure out what's going on it would be a massive help.
