Windows 11 Can't press 'open with..' on my pc

Hello, I seem to be having some problems with my pc. Basically, if I try to open a file (in my case a minecraft texture) with a paint app like microsoft paint, it doesnt work. This is because I do not have the option to select what app to open an image with. Anyone that can help? I am running windows 11. For some reason I can't upload an image to this either, but that's not a problem anywhere else, so I think that's just microsoft or something.
