Windows 11 Can't print locally, also print spooler stops other applications from starting up on boot

Not sure when this started happening (perhaps a recent Microsoft Update) but when I boot my PC, several of my programs hang and don't load. I have discovered that if I stop the Print Spooler, those programs will continue to load. In addition, I can no longer print locally from my PC. I can print from my phone. I can recreate this every time. I cannot even get to the printer unless I turn off the Print Spooler. And then the printer shows as unavailable. When I turn back on the Print Spooler service, I can again no longer access the printer. Also programs will hang again from time to time - espe
