Windows 11 Can't reset my Windows 11 pc

I got a winexpiro64 virus and so decided to reset my pc, initially i didn't remove personal files because i was looking for a way to salvage them ..but the virus persisted. Since then i have 1. A hard reset(removing everything completely) , but i keep getting "There was a problem resetting your pc"2.Tried DISM to repair files, it gets stuck at 62.3%To compound the issue my windows security is showing a blank screen, and when i try to open some my apps i keep getting "Operation did not complete because of potential virus ......."
