Windows 11 Can't rotate screen using Ctrl + Alrt + Arrow keys - FIX

This is specific to devices that have AMD graphics. If you want to enable the hotkeys to rotate the screen, just open the AMD Software > Hotkeys tab. Toggle on the "Use Hotkeys" and "Use Display Hotkeys" option. See screenshot below
