Windows 11 Can’t set up my Hotmail account on authenticator - as keeps asking to approve code on Authenticator which doesn’t have the account

I am trying to reset my Hotmail account password but taking me to the Authenticator (which doesn’t have e this account showing up). When I try to set up my account on the Authenticator it asks me to go to the Authenticator to approve the code - which I can’t do as the account isn’t showing up. Feels like I am going round in circles.
