Windows 11 Can't start windows after 2023-06 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5027231)

Hi, 2023-06 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5027231) prevents my windows from starting. I get to the Welcome screen and then I get a black screen. I can move the cursor aroud and Ctl+alt+delete works so I can shift+restart and back out the update and everything works again. Any thoughts on what might be causing this. Thanks.
