Windows 11 Can’t tab out of full screen games using windows key now

So, my laptop suddenly stopped letting me minimize fullscreen applications such as games using the windows key on my keyboard. Now, whenever I try to do that, only the start menu and taskbar pop up. Also, it seems like the fullscreen app is running behind all my other open apps, such as Chrome. You can actually see part of the game running through the taskbar while using another app and the fullscreen game is minimized. If I then close the other app, the fullscreen game takes over and pops up right away, instead of my desktop. How do I fix it?
