Windows 11 Can't toggle off Windows Hello when filling passwords

Windows Hello doesn't let me access saved passwords on Chrome. I went to Chrome's privacy setting and tried to toggle off Windows Hello ("Use Windows Hello when filling passwords" button), but it keeps back to "ON"--doesn't even allow me to turn it off. I reached out to Chrome, but they told me to ask Windows. I am using Windows 11. I didn't have this problem before. Maybe some security update issues?
