Windows 11 Can't use App Key Bindings for Function keys (f1-f12) on New Laptop

So, I recently got a new laptop for my streamer setup. Everything works fine aside from one issue I have never encountered before but cannot seem to be able to fix now that I have encountered it. No matter what app I use, if it has keybinds that involve a function key doing something other than the hardcoded function in windows 11, it will ALWAYS resort to the hardcoded. This means I am unable to perform various app functions I use on a regular basis. For example, hitting f12 in an attempt to take a screenshot on a steam game will instead open calculator.
