Windows 10 Choose an option loop fix

I wanted to reset my netbook but i accidentally turned it off now it was a "Choose an option" it showed two of the same windows 10 i chose either & it restarts and repeats it again. When i choose the other options like troubleshoot, it says that i need administrator/they cant find my account & tells me to restart & it was on loop again. I never got to create an account.
