Windows 7 Click Change User Account Control Settings However nothing appear?

I read closed questions looking for my solution : Being Windiws 7, 8.1 or10. Problem is there is a menu and sub menu:Click Change User Account Control Settings (UAC) --- However nothing appears?I did a restore image of an earlier tme however my problem appeared - Nothing shows.Problem is how to get it to appear again.I do not think it cane from restoreing a image.I had several restore perfectly. However I saved one a image of one with a problem.Its all I have left if I start over I lose programs. The other images are lost. I read this can happen in Windows 7, 8.1 or 10 or 11
