Windows 11 Close CD/DVD-R permanently in Windows 11

My question is a follow up to this one:Redirecting security reasons, we need to burn a read-only CDR so that nobody can ever write to it again. Unfortunately Windows 11 will allow bad guys to keep adding and replacing files on our CDR as long as there is room to do so. The questions are:1. Has this been fixed in Windows 11?and2.
