Windows 11 Com port works for the first time and then could not be opened in Windows 11. Unplug and plug again to make it work again for one more time only.

I'm using USB to serial adapter to connect an arm7-based evaluation board. This serial port helps me to program the said microcontroller using a utility called "ARMWSD". I was able to successfully do the said operation on Windows 10 without any problem, but in Windows 11, the same setup works for one time only. That is; I can open the com port, download my code into the microcontroller using ARMWSD., and immediately receive the pop-up: "COM Port cannot be opened". As a way around, if I unplug the USB (adapter) from the laptop, and plug it back again, then I am able to use the com port again fo
