Windows 11 COM surrogate uses 100% CPU when the PC is just turned on, how to fix?

When I just turn on my PC, COM surrogate uses 100% CPU and makes my PC's performance very slow. even when I play games that usually get 400+fps now they only get 30-70fps how to fix it? is there someone who can help me
