Windows 10 Computer Running really slow even after fixing corrupted files

Hi,I've been having issues with my PC randomly being slow with all my programs, I have disabled all startup programs. and have done SFC and DISM repair in the cmd lines. it says it fixed some corrupt files and everything worked fine for a few days and now it's worse than ever. Programs I open are taking about 5 minutes to open that normally take 30 seconds since my C drive is an SSD. I opened up one of the programs I usually use and it was 140% overload on CPU which it has never done for that specific project. Something is overloading the CPU maybe? I have no idea what it is.
