Windows 11 Computer stuttering when app in windowed mode

So i have a problem where randomly my desktop will lock up and almost freeze if a program or game is in windowed mode.Say vlc, if i load a movie on it and it open windowed, there is a chance the desktop will almost freeeze, the mouse will stop and jump location after 5/10 seconds, it happens on any app not in full screen and does not happen all of the time.When this is happening, the ONLY screen that functions at full speed is ctrl+alt+delete black screen, the mouse moves fluid there, until i leave that screen and its back to on and off freezing.Windows 11Amd rx 6600i3 12100f32gb ddr4 2666Play
