Windows 10 Computer unresponsive in a weird way every time I close a game

Hi My computer has been working perfectly fine for 2 years but recently it's been behaving weirdly.Every time I close a game it becomes unresponsive.-I can still move my mouse and click on the different tabs on my opera browser and steam, but they load pretty slowly and I cannot play any videos or start a new game-I can still drag windows around and open new windows explorer folders-The entire taskbar stops working-I cannot start the task manager, but if it's already open then all the information in all the tabs stop refreshing(they're all frozen) but I can still switch to the different tabs -
