Windows 11 "Connect Automatically" UNCHECKED but connects anyway on Win11

I am SHOCKED to find my newly restarted Win 11 Pro system connected to the Internet. THIS IS NOT ACCEPTABLE. This is not merely an inconvenience, it's the unauthorized usage of resources. The resources are utilized as needed, normally.To do this, the "Connect Automatically" checkbox was UNCHECKED on ALL networks (SSIDs) for which the system has passwords. This was done many, many months ago. This has worked to PREVENT the system from connecting to any network.
