Windows 11 Constant 100% active time on C: drive

I've been having this issue for over a month or so now. My C: drive spiking to 100% when there is no activity going on, jumping my average response time up to usually something in the thousands. Nothing is reported on resource monitor other than system using a lot more resources than task manager is showing across the device. This also seems to affect shutdown, boot up, restart by keeping the drive in constant usage (drive usage LED on case is lit).
