Windows 10 Control Panel Opens and Closes Itself Immediately in Windows 10

I have had a problem for the last 2 weeks. All of a sudden, Control Panel stopped working. When I click the icon, it opens and closes itself immediately in about a tenth of a second. I've done a fairly extensive search and tried suggested solutions below:

  • Run SFC (no errors found)
  • Run DISM (nada)
  • Disable IDT Audio Driver (my system did not have one)
  • Disable MS Windows error reporting (no impact)
  • Try opening in Safe Mode (nope, same issue)

I am at wits end trying to resolve this. Nothing seems to work. I really do not want to reformat my hard drive if it can be helped. Any suggestions would be truly and gratefully accepted.
