Windows 11 control panel says bitlocker is off, but disk management says it's on !?

Control Panel\All Control Panel Items\BitLocker Drive Encryption says "bitlocker is waiting for activation," and there's only an option to "turn on bitlocker"Disk Managment says in the File System column, that drive C: is "NTFS (Bitlocker encrypted)"win11 pro, Version 10.0.22631 Build 22631
