Windows 11 Coping my Win 11 O/S to HDD

I bought the Win 11 Home version on a USB stick . And I'm trying to copy it to my new WD Blue 1TB HDD. I've tried it using my Insignia USB 3.2 Gen2 HDD enclosure, model#NS-PC25HDE(-C).However each time I've tried it gets almost done @ 99%, then i get this pop up: Destination Folder Access Denied. so continue then it says i need special permission to copy folder. How do i get it to copy the autorun line to the HDD?
