Windows 10 Copying Chrome Passwords

Good day ~I'm trying to export Chrome passwords from a windows 10 desktop to another windows 10 desktop.The export process is easy. I can view the file in notepad on my windows 11 laptop as well as import them to it. When I take the same file to the 2nd windows 10 desktop to import, the file is blank in notepad and I'm told it's not a correct csv file. I've tried many of the suggestions I've googled to no avail. I'm missing something (besides my marbles).Any thoughts?
