Windows 11 Could someone help me out? Not sure why 24H2 won't install from an ISO/USB Drive (in place upgrade) 0xC1900101 40017

My system:ASUS Maximus XIII Z590 HeroIntel Core i9-11900KEVGA FTW3 RTX 3080 Ti64GB DDR4 @ 3600 MT/sWD Black SN850 1TB boot driveCurrent OS: Windows 11 23H2 Build 22631.4391As far as I can tell, I removed all possible drivers that could cause an issue, updated all of the ones I could find, tried uninstalling graphics drivers using DDU to see if that would help, cleaned up the registry a little from some leftover Voicemeeter stuff, etc., trying to install it after a clean boot, trying after unplugging all unnecessary devices, and still no luck. What else could possibly cause 0xC1900101 40017??
