Windows 10 CPU cores parked when gaming or doing heavy tasks

Hi, I've had an issue with my CPU cores being parked while gaming or doing heavy tasks.As you can see in above image (took it from phone because my laptop lagged out), cpu 0 and 1 still working but cpu 2-7 stopped aka parked. The speed is around 3ghz consistently but I really can’t do anything, all the things lagged out, my apps dropped down to ~10fps.I have an old laptop running Windows 10 22H2(OS Build 19045.2965)My laptop's spec:CPU: Intel Core i7-7700HQ @ 2.80GHzMem: 8gbGPU: Quadro m620The CPU cores parked issue happens suddenly when I play games like Valorant.
