Windows 11 CPU cuts its frequency while is on AC

While laptop is on charger(charger itself is original 100W charger, only 3 months old) and if battery percentage is below 40% than CPU cuts its frequency down to 800MHz from base frequency 3.2HGHz. This issue takes place only when there is any game launched or "turbo" power mode is activated(this mode is supposed to boost CPU frequency and CPU & GPU fan RPM count). For understanding, normally on AC turbo mode CPU frequency is 4GHz. On other power modes and w/o any opened games CPU frequency is about 2.6GHz, what is a bit lower than on battery but still acceptable. Normally on other power m
