Windows 11 Cpu usage 100% and desktop is very laggy on desktop (when booting finished)

I recently reformatted my pc using the windows 11 installer, I set up everything and when i boot it up, the boot was so slow so i turned on fast startup and that helped a bit, but my desktop after it boots lags and the taskbar doesnt appear for a few minutes, I checked the task manager and cpu usage was 100% , System interrupts was on top of the processes but it doesnt show how much processes use, Pls help!!
