Windows 11 CPU usage is extremely low

I have an Alienware Aurora R16, Recently the CPU Began to be utilized at extremely low percentages. Whether I'm gaming, idle, or doing other tasks, the CPU remains low. It's getting to the point where the screen starts glitching, the apps in Taskbar overlap, and I got a blue screen once. How do I fix this? I know it's not a bottle capMonitor: SONY INZONE M9PC: Aurora R16
