Windows 10 Cpu usage jumps from 100% to 0 when i open task manager.

Hi, im having a problem with my laptop.The laptop is aSamsung 3 NP350E7C Intel® Core™ i5 i5-3210M Laptop 43.9 cm (17.3") HD+ 8 GB DDR3-SDRAM 750GB HDD AMD Radeon HD 7670M With windows 10When i open task manager, the cpu usage goes from 100% to 30-40%.It runs verry slow.I tryed reinstalling the windows, and it does the same thing.Does anyone know what the problem could be?The laptop runs verry poorly when i open anything, even the Microsoft Edge.
