Windows 11 CPU Utilization and Overheating

To try to keep this relatively short. I'm running a Windows 11 MSI gaming laptop on balanced power settings with Maximum Processor State, in Power Settings, set to 100% for both plugged in and battery options. When I run Heavyload, to perform a CPU stress test, on battery power I only am getting 67% CPU utilization, according to windows task manager. Why? I get 100% utilization when plugged in. In order to save myself the possibility of overheating while gaming I disabled Intel Turbo Boost Max 3.0 In the BIOS (cools the laptop 0's by 10 celsius) could that be why: or because I have it set to M
