Windows 10 Credential Manager, Windows Search being constantly disabled on Dell XPS 13

I bought a new XPS 13 last July, and starting a few months ago, Windows Search, Credential Manager started to randomly blit out for no reason I could find, which I notice when my fingerprint scanner ceases to work and a banner reading 'search indexing turned off' appears when I try to search within my documents.


I can reactivate them by either restarting the computer or by going into services and manually changing the start settings from 'disabled' to 'automatic', however, they are soon reverted to disabled, always after the computer has shut itself off and I've restarted it, but sometimes sooner; I haven't tested this much, so I am not certain.


At least 1 other service is also disabled, Storage Service, but as it is not something I frequently use, I haven't noticed it much. Many other services in the list are listed as disabled, such as SysMain, Windows Update, and DPS, but I am unsure if this it abnormal or if these are default settings.


Why have these deactivations been happening and how can I stop them?
